Standing Orders

The proposer of a motion or an amendment thereof may speak for three minutes.

A member speaking on a motion or an amendment may not exceed three minutes.

The proposer of a motion or an amendment may speak for second time for five minutes, before a vote is taken.

No other member may speak a second time.

The Chairman decides on when to call on a proposer to reply, after which a vote must be taken.

A member may, with the consent of the Chairman, move that a motion be now put, after which, when the proposer

has spoken, a vote must be taken.
